Angela Elpers Barnes is a Managing Attorney at Hoffman Forde who brings over 25 years of legal experience in representing both individual and corporate clients in a wide variety of legal matters involving residential real estate transactions, real estate litigation, and general civil litigation. Ms. Barnes is a trusted advisor known for using a thoughtful yet aggressive approach while also counseling clients on pragmatic solutions.
Ms. Barnes continually stays abreast of updates from the California Department of Real Estate, the California Association of Realtors, as well as new and pertinent legislation and court decisions impacting both the real estate industry and broader business community.
Education and Experience
A Midwest native, Ms. Barnes earned a Bachelor of Arts degree, magna cum laude, in Political Science and German from the University of Southern Indiana and a Juris Doctorate from California Western School of Law. She is admitted to practice in both California and Washington, as well as the United States District Court and Central and Southern Districts of California. She is also a member of the San Diego County Bar Association, Civil Litigation and Real Property Law Sections.
As a complement to her strong legal background, Ms. Barnes is experienced in developing and implementing public affairs strategies, with a focus on stakeholder engagement and outreach. She enjoys leveraging her expertise to influence key decision-makers and positively affect outcomes.

In addition to her legal work, Ms. Barnes loves to serve the community. She previously held a position on the Board of Directors of the Albie Aware Breast Cancer Foundation and served as a member of the Patient & Family Advisory Council for the Moores Cancer Center at UC San Diego Health.
Ms. Barnes is an avid traveler who is passionate about food and wine and enjoys cooking for friends with her husband, Ken Barnes.
